The Elite Four Strikes
The battle is joined. The gods of Union, while mighty, seem to pale in comparison to the singular dragon of ice. Although they strive mightily to avoid damaging the city, already the mysterious blue dragon has been flung directly into a tower, earning itself a nasty gash over its eye, much to the dismay of the red dragon. While it has rejoined the fight, it is clear that the gods alone are not enough - the people of Union will have to step forward if they are to save their beloved city. The cries of the wounded and terrified citizens echo through the streets as the flames of battle rage. Now is the time - they must be stopped!

It's...big. Nothing I do is having any effect on it! We need a better plan of attack!
Up above, both her pokemon were sent flying. The Tropius righted itself in the air just in time to avoid crashing into the ground, and Gultas was sturdy enough that a few bounces weren't going to take him out, but either way they wouldn't be back in the fight immediately. The attack on them had been much more successful than the attack on her.

But right now it is mostly not happy at Himiko. No, it is not happy at all. In fact, it has a pounding headache.
So, while continuing to flatten the city with its wings, it glares at the Mega Gardevoir. A sphere of shining mental energy appears in front of it.
Then it lets go with a Focus Blast, sending the sphere zooming Himiko's way. Ideally it'd like to hit her - but it will settle for any buildings just past her, if it must. ]

[The Mega Gardevoir stands there and just...tanks the Focus Blast. That was about the worst super-move to use on Pokémon of Himiko's species. It's still a powerful hit, but she can grit her teeth (if Gardevoirs have those) and bear it while Toyo uses Copycat to send her own Focus Blast back at the god. Himiko follows it up with another Moonblast just to demonstrate that Kyurem should pick on someone its own size.]

Excellen! Match my timing!
Flames stream from Kyosuke's back as he ignites his flame typing to give him an enormous speed boost as he rockets forward, the autocannon on his hand firing a stream of bullets at the creature's flank.

[ Flying out from her safe little hiding spot, Excellen charged, weaving about and alternating between shooting Normal-type and Psychic-type bullets in what looked to be a very well-coordinated dance. ]

She jammed her feet down until they were actually IN the ground, giving herself more stability and more leverage, then thrust both hands out towards Kyurem. From some vague area around her wrists, chains made of flame unrolled out and wrapped around the one of the dragon's wings. She doubted she could seriously burn a god, but if she could just make the flames intense enough, maybe they'd be able to act as actual chains and restrict Kyurem's movements. Even if it was just for a second, it might give the others the chance they needed to actually get a solid hit in on the thing.

Smoke wisping from its body from where all the Fire attacks had hit it, it snarls, gnashing its teeth and trying to lift its wings against Morgiana's chains. While the chains do finally snap, they leave smoking patterns on Kyurem's wings. The god beats said wings once, trying to knock Kyosuke and Excellen off-course, and looks around for a different target.
These are not hard to find in a city.
Kyurem raises its head towards the Habitat. And it fires a Hyper Beam. ]

[Rise sees where it's aiming, and freezes. Literally the majority of her friends are in there, unless it's been evacuated and she doesn't know.]
Gardevoir. Blissey!
[Her Pokémon, on the other hand, know exactly what they have to do. The briefest glance and an emphatic flipper-shake is all they need to work out the plan, and through their connection that goes deeper than the simple mechanism of the Warp Band ever did, Rise catches on about half a second too late to stop them.]
Wait, guys, no!
[Still holding Toyo's hand, Himiko Teleports the duo to a point midway between Kyurem and the habitat, holding them in place telekinetically for just a couple seconds. Toyo takes a deep breath and refreshes her Light Screen just before the Hyper Beam hits her, praying in her Pokémon way that the shield is wide enough to block the whole beam.]
[Then the Hyper Beam hits.]

[Righting himself his flames build to life again as he charges back in, his blade springing to life with crackling flame as he slashes at the Dragon's flank]

Well that was fine by her!
One afterimage gave way to two. Four. Eight. Quickly casting Agility on herself, Excellen used her clones for extra cover, firing a flurry of Psychic-type beams at the beast. ]

Rotom, meanwhile, shot off an Electro Ball at the giant dragon.
With fire attacks down, Houndoom stayed back as Mightyena went in to hit with a Sucker Punch.
Absol just chittered cheerfully about how she saw this coming, and no one heeded her warnings of doom.
Duo switched weapons, putting away the gun and switching the long metal pole he had strapped to his back. With a little concentration, it flared to life with a scythe blade at one end. He started to charge.]

Maybe.
That Light Screen holds up well against the Hyper Beam to begin with, but can't quite cover the whole blast; one side of the Habitat gets a giant hole punched in it. Terrified Flying- and Bug-types begin streaming out - those who were lucky enough to have been out of the Hyper Beam's range - and the floors above creak.
The force of the attack flings Himiko and Toyo themselves towards the tower; they'll hit a roof, hard, on their way there. That maneuver was very, very brave, but also very hard on those who executed it. ]

[With that, the bright light of a false, or at least magical, dawn comes as Inari, Rise's Ninetales, finally arrives on the scene, her Drought ability battling Kyurem's rain dance to clear up the precipitation and enhance Fire-type moves.]
Everyone! If you've got Fire, use it now!
[Inari trills and builds up a huge breath to blow a Fire Blast at Kyurem. Rise follows it up by physically chucking a Hex charm at him that she's had in her pocket for like a year and a half, hoping to capitalize on the potential burn.]

Worry about that later.
She ran after Kyurem as it attacked the habitat and jumped, intending to come down on the base of the dragon's neck with a flying kick. She didn't notice the tiny wings of flame that had just sprouted out of her ankles, but she DID notice that she was moving through the air faster than she should have been. The sudden acceleration ruined the moment. She reached her target before she had properly lined up her kick and so instead of managing a textbook perfect rider kick she kind of awkwardly slammed into her target with her knee.

[ She sounds really happy about that, as energy gathers around the barrel of her gun before releasing one final, huge Psychic-type beam.
Because size always matters. And how you use it, of course.
Hopefully Kyosuke is able to ram it into her laser. ]

Kyurem bellows as each attack hits, the temperature in the area seeming to drop just by its mere displeased presence - but that doesn't stop those Fire attacks from being even more effective than usual. It begins flapping its wings, whipping its tail - anything to get the gnats away from it.
This particular area of the city may be too much of a bother to trash, but it'd like to express its Outrage first. Hopefully no one was too attached to this shopping district, because the giant, Godly temper tantrum is in grave danger of levelling it. ]

"No. Not even as a parting shot. You don't get to break my city!"
[Rise reaches out her arms and evolves, long hair turning from a cascade into a halo, clothes somehow transforming into a white flowing dress, and four extra illusory arms appearing as magenta psychic light beneath her own. When she opens her eyes, they're glowing in the same shade.]
Inari. Cover everyone's mind, okay?
[Rather boggled, the Ninetails bobs her head and casts Safeguard on all her allies.]
[Rise, meanwhile...starts dancing, almost floating in the air as psychically-lifted debris orbits around her. The motion is impossible to miss and completely maddening - the rare Teeter Dance, meant to turn Kyurem's rage back in on itself. It's a long shot, and that rage would have left it confused anyway, but if she can interrupt his tantrum...]

Rotom used Thunder Shock in the hopes that the electric attack would paralyze the dragon-god out of it's Outrage.
Duskull fired off a Shadow Ball now that it was back up in the air.
Duo's ground team, Mightyena, Houndoom, and Absol came back to him.]

It wavers as Kyosuke knocks it to one side, then gnashes its teeth. That dancing figure is giving it such a headache.
Roaring, Kyurem takes off, hovering unevenly after Morgiana's hit to its wing. It spits Hail at each of its assailants in turn and then drops some more on a grocery store for good measure. Starve, humans. Those twin dragons have regrouped and are circling it again, and it would rather pick on something closer to its own size right now.
So it searches the air for their shadows. Which way...? ]

Someone flying come pick me up. I want to give it a piece of my expanded consciousness.
[Inari overrides the Hail as best she can with Morning Sun, then fires off a Will-O-Wisp to make sure the god goes into any further fights with his mysterious peers at a disadvantage.]

Because she could totally fly now! How exciting! Morgiana swooped down and landed next to Rise. She muttered "Hold on tight.", scooped her up in a bridal carry and took off after Kyurem before he could get away.
