[Dylas can be seen wandering all over the city, ducking into shops and other places of businesses, asking about where he can find work at because he really doesn't want to be a useless bum]

So I just caught this - what am I suppose to do with this thing anyways?

They tend to be pretty useless at that stage when it comes to fighting, but fighting isn't all there is to evolving.

If you have other Pokémon, double battling can work if you want to try the old way, just have your other Pokémon pick up the slack. Your Magikarp won't be of much use in the battle, but it still gains fighting experience that way.
