It has come to my attention.
[The feed is of Garen, in his office, wearing his uniform and looking like a million dollars; everything that needs polished is, not a hair out of place, crisply pressed--the works.
However off setting this is his expression. It is flat. It is neutral. It is...clearly hiding emotions underneath. As always, his first Pokémon--now a Doublade hovers over his right shoulder, and flanking his left is his Magneton.]
That perhaps I need to reintroduce myself. I am not one for public speaking but I also feel that I need to apologize, and inform.
My name is Garen Crownguard, Sword of the Savior. My family name if not familiar to you need not have any weight, nor should my rank within the Swords need to be expressly stated; for we are all citizens of Union.
[He folds his hands together on his desk, and glances down at them a moment before looking up again.]
That being said, I need all of the current members of the Swords to message me privately--I wish to review some recent activity, and talk about our plans going forward for the sake of Union's well-being. As for apologizing, as we do represent Union itself each time we are in public, let me apologize on behalf of the entire Swords of the Savior for our conduct recently. We will make swift amends.
I would also like to discourage the alarming number of hints I see that we are harboring vigilantes. While I can admit our laws may not always seem to serve your interests, and I will receive a formal complaint if you wish to submit them, our laws exist for a reason. I can not condone seeking your own version of justice because if you are not operating by a set of rules then you are capable of anything--including corruption.

It is true, not everyone has the strength to stand up for themselves.
However, these people are still operating outside the system of rules in place not only for the citizens of Union, but for the Swords themselves. Anyone can put on a cape and claim to fight for justice- I might try it myself some time if I did not know better. Yet we need rules to make sure we are not losing sight of what we're protecting; the safety of Union.

Good morning, Sir Crownguard! My name is Chie Satonaka, and I'll be applying to join the Swords of the Savior in a few weeks when I graduate from school.

The Swords are expected to act professionally after all. The problems we deal with are not something to throw money at; one can't protect Union with it.

While I understand that the Sword has it's own rules and Union's laws are very clear, I am sure the city's vigilantes knows what they are doing if they rather take action in their own hands.

Plus for safety reasons I can no condone such things, even if the individual is Enlightened, they can still hurt themselves, and others.

You say your rank bears no meaning, yet you obviously speak like someone in command - if not in title, then in action. Is there a point to the modesty?

But I digress. I am Kiryuuin Satsuki, and I... wish to join the Swords of the Savior. [The pause is there is simply because she's not used to talking about things like she simply would like to do them, instead of just doing them.] I have heard about it from Satonaka Chie. If there is trouble within the organization, I would like to know what I shall need to do and face in regards to it, even before I join.

The modesty is because intimidation should not be a factor in effective leadership, and should only be used when absolutely necessary, Miss Kiryuuin. As for joining the Swords, we welcome you, as well as Miss Satonaka, just attend the Training Camp as per the usual.
[A mental sigh here. Everyone wanted to hear about the trouble. He is glad for the help at least.] As for what you need to do in regards to the trouble, try not to follow it's example. I appreciate your willingness to do what is necessary. We prefer to have a certain public image, so conducting yourself in a mature manner is expected. We do not encourage the use of violent force unless other options have been exhausted. We also prefer not to have one's personal life spill over into work.
