[ the background is of the woods just outside Union and— oh, look, it's the boy who was causing the huge scene at the public discussion about Sanctuary. he seems completely different in demeanour now to the way he was then; his expression and body language are open and friendly.
there is also a Phantump in his lap, with Jack's arms wound loosely around it, and a Pidgey comfortably perched on his head. ]
Suddenly thought about something and I thought I'd open to the public for an answer, since that seems to be the done thing around here. Yes? Am I right?
Okay, so I know I'm a little bit out of the loop with what "the norm" is— uh, pretty much everywhere. [ this is still an understatement. ] But does everybody seriously name the Pokémon they're hanging out with? Why? Isn't it weird? How do you even come up with all those names?
( ACTION #1. )
[ somewhere just outside of Union, Jack is... attempting to practice. it sounds like he might be sticking around for a while, between the people he's been meeting and the Sanctuary troubles. he wants to help all the Homunculi stuck there; and just as much as that, he wants the information the Mages are hiding, because maybe he'll learn something about himself. maybe he'll find out how to get back his memories - and every time he thinks about that, there's ice crackling all over him like jolts of electricity.
but staying in Union means that he's going to be near lots of people, and for long periods of time. he can't go accidentally making blizzards and causing huge explosions of ice spikes - that's fine out in the middle of nowhere, but somebody might really get hurt here.
so he's gotta get himself under control. but by the gods, training is boring.
and also not very successful at the moment, judging by the way the ice that Jack was gathering in his hands just blew up in his face. the blast radius is enough to hit anyone that might have come near to investigate the noise, too - they get front-row seats to a blast of icy wind and a faceful of frost. Jack's hair is blown back and frozen in place, and there are ice crystals all over his face. ]
Oh, come on! I had it that time! [ a Duskull is doing giddy loops around his head. Jack snatches a wooden shepherd's staff up off the ground to jab playfully at the Pokémon. ] Yeah, yeah, laugh it up. Just you wait - next time you're sleeping I'm gonna freeze you to the wall.

[ this is less of a singular event and more of an "any time a character happens to notice it" thing, because - did you know Jack's been sleeping on the streets?
well. Jack's been sleeping on the streets. on the nights when he stays in Union rather than the surrounding woods, he tucks himself into alleyways and corners, anywhere it seems likely he'll be able to sleep shielded from the morning sun. this doesn't always mean he ends up in the most unnoticeable spot he could find, and with his Pokémon lingering around him, he could certainly be caught at night or in the morning before he wakes. feel free to question the dirty homeless teenager.
he's tried to convince his new friends to go to the Pokémon Habitat, because even if it feels too awkward for him to sleep there, it's a place meant for them. they have refused. so the boy can also be found with a Phantump cradled against his chest, a Pidgey sleeping on a rooftop overhead, and a Duskull keeping vigil over him. ]

[ he'd been reluctant to, the first time, but he didn't want to make the trek back out to the nearest trees he could find, and to have to go through all the trouble of setting up safety precautions, the risk of being caught by something unfriendly... but no one had bothered him, or even spared him a glance for long, and he'd realised that he could pass as some homeless urchin just by tucking himself into an alleyway.
he still doesn't like to. it has its own dangers. but his thoughts are leaning more and more towards taking up permanent residence, and so he finds himself preferring to sleep in the city. like he belongs here, even if he's only pretending. ]

[Lucas frowns slightly as the light he exudes from his hands slowly intensifies. Their surroundings are... less than picturesque, though Union in general is kept relatively clean and tidy.]
And you shouldn't sleep in the woods, either. The Pokemon are usually pretty docile, but... they're still wild Pokemon.
[And wild Pokemon need to eat, same as anyone.]
You should've talked to the Council. We still have places for refugees to stay...

Yeah, I saw that. It's— [ a soft laugh. ] It's not exactly safe for other people to be around me when I'm asleep, though.
[ the smile he gives is almost sheepish, a flippant 'what can you do?' expression. he doesn't want to think about how bad it could be for him to sleep in the company of others, the many times he's woken in the woods encased in ice or surrounded by spikes because he had a nightmare - or for no reason sometimes, because why should his stupid powers make any sense? why should anything about him make sense when he's some kind of crime against nature? ]
Homunculus thing. And it's not like I can get cold, so I figured it was just easier to crash here until I make up my mind on whether I'm staying in Union or not.

[He apparently speaks of the whimsy of the heavens in general, given that there's no one particularly responsible for the fairness of whether or not Jack gets to sleep somewhere with people.]
...I've got a spare room. There's a bed and pillows and things. ...You can stay there if you'd like.

[ at that, Jack's heart does something funny - but it's good. it's... children are always like this, huh. he knows that Lucas is scared of him. should be scared of him, even if what Jack had done was an accident it doesn't matter, he's dangerous and he should be able to control it by now. he shouldn't have made the mistake of being so near to so many people when he's well aware of what he is.
Lucas is scared of him, and he offers his own home anyway.

Nah, it's fine. Someone else offered me a place, but... I thought I'd wait until I was sure. Believe me, I've slept in worse places than this.
[ for a moment, he considers standing, but decides to stay on the ground instead. non-threatening is good. he doesn't like talking to children from above them, anyway. ]

[He supposes there's no actual way to convince him to stay if he's determined not to. Still, the thought of someone sleeping on the streets in Union doesn't sit well with him.]

[ or rather, he did know better, and he shouldn't have ignored that. shouldn't have pushed when he knew the most likely outcome would be someone getting hurt because of him. ]
But I'm gonna work on that now so that it doesn't happen again. And I'll figure out how to talk to everyone about this Sanctuary stuff without... you know, losing my mind and yelling at people again.

I... um. I work at the Medical Center. I'm an OK healer; that's why I'm up so late.
[He only has about two skills that don't consist of healing or defending, so he'd better be at least OK.]
If you want to come by sometime... You probably don't like... doctors and things, but maybe the ones here would be able to help.
