From what I can tell, one that goes above and beyond when it comes to including it's neighbors... let alone close bonds, despite having such a closed society initially. It makes instances like this a little more strange to puzzle out. How much did Union shift when they opened their borders, or for the most part, were you always this open among yourselves?
