The Tailwind from Yosuke certainly makes evacuation efforts a bit easier, the party as well as any other volunteers helping evacuate the area benefiting from the speed boost. Rusty is able to help a number of children, their parents following the large arcanine out to the streets. Likewise, Fuuka's efforts to get people out seem to help quite a bit.
Once outside, however, they are able to see the true magnitude of what was going on. The great icy dragon, gliding toward the apartment building, letting out an earth-rending Hyper Voice-charged shriek, shattering the windows of any buildings within the area--theirs included.
The various shielding moves seemed to at least keep the foundation in-tact, but it was hard to say for how long. The walls let out a foreboding groan, feeling the pressure of Kyurem's attack. It would not be long for this world.
Yosuke's Air Slash caught the edge of the great beast's tail, and while it didn't act as if it noticed it, the dragon let its wings fall hard, the pressure of it bearing down on the people in the streets, knocking them to the ground. It did not appreciate that bit of a tickle, human.
