If her first attack missed, she would just keep jumping back in, bouncing back and forth between the dragon and nearby buildings like a pinball. She didn't think she was going to seriously hurt it but maybe she could distract it enough that one of the other gods could get a hit in.
Meanwhile, overhead, the rain was the final straw. The Tropius's flying became erratic enough that Gultas lost his grip and fell off. The pangoro panicked for a bit, but this had really been the plan all along, and eventually he got oriented enough to turn from a tumbling mess into a terminal velocity super punch aimed (so much as aiming was possible at all) at the small of the dragon's back.
