Oh yes, they can! If a water stone is used with Eevee, they will turn into a Vaporeon, a water pokemon. Eeevee, though, may enjoy swimming regardless. Eevee is an incredibly diverse pokemon, able to take the most forms after a Ditto! And I would be happy to teach your Eevee how to swim.
